Born on 30-12-1957 in a Gursikh blacksmith family,  Dr Labh Singh is a B.Tech PEC , MBA PU Chandigarh and Ph.D. Punjabi University Patiala ,Punjab (India). Conferred with D.Litt. Honoris Causa in 2023 by Theophany University Haiti!

He hails from Malwa region of Punjab, India. He is an ITS officer of 1979 batch from Indian Engineering Services (IES) and has invested 37 successful years in the Telecom Sector. He retired on 30th December 2017 as Advisor (Telecom) (Ex-Officio Addl Sect. GOI ) to Deptt of Telecom.

He was Chairman (IEI) Institution of Engineers (India) Punjab and Chandigarh State Centre (PCSC) 2022-24.
